The MDDSC-V may be awarded to any member of the Maryland Military Department who performed an act of heroism or valor that clearly went above and beyond of what might have been reasonably expected. In the saving of a life, the act must be of a voluntary nature which placed the member in possible personal jeopardy or harm. The saving of a life itself may not justify the award of this medal. It may also be awarded by TAG to those Service Members mobilized under Title 10 USC to recognize them for making the ultimate sacrifice in the defense of their state and nation. Recipients of the MDDSC-V will be awarded the neck ribbon and ribbon bar with the distinguishing “V” device. Two separate ribbons will be worn if both versions of the MDDSC have been awarded.
The MDDSC-S may be awarded to any individual who, while serving in any capacity, shall have distinguished themselves by service or achievement beyond the normal call of duty to the Maryland Military Department or State of Maryland in a duty of great responsibility and trust; or for retirement to recognize a long and distinguished career that had a substantial and significant impact on the organization. Recipients of the MDDSC-S will be awarded the traditional medal set and ribbon bar. Two separate ribbons will be worn if both versions of the MDDSC have been awarded.
The MDMSM may be awarded to any member of the MMD for superior acts of achievement, for meritorious service in a position of increasing responsibility, or for retirement to recognize a successful career.
The MDCM may be awarded to any member of the MMD for outstanding service or achievement that has clearly placed them above their peers. It may also be awarded for retirement to recognize a successful career.
Maryland Civilian Service Medal (MDCSM) (Refer to appendix A for image).
The MDCSM is awarded to MMD civilian personnel, or any civilian in any capacity, to recognize outstanding service, performance of duty, or extraordinary support to the Maryland Military Department. It may also be awarded for retirement to recognize a successful career as a MMD state or federal civilian employee.
The MDRSM is awarded to recognize members of the Army and Air National Guard who retire after successfully completing 20 or more years of verified and honorable service. Soldiers and Airmen who qualify for an early retirement are also eligible. For MDDF members, it would be awarded to those MDDF members who qualify for retirement IAW MDDF guidelines.
The MDOUR may be awarded to squadron, company, or detachment level units of the MDNG for outstanding unit performance in support of a contingency mission in CONUS (Title 32 or state active duty); or for outstanding unit performance in support of an OCONUS Title 10 federal deployment to a hazardous duty zone and/or combat theater. It may also be awarded for exceeding Department of the Army, Air Force, or National Guard Bureau’s readiness and training goals. This will be determined on a case-by-case basis.
The Adjutant General’s Special Recognition Ribbon is awarded to recognize an agency, organization, or entity that is not a numbered or lettered unit for exceptional service or achievement to the Maryland Military Department in support of its Service Members and the mission.
The MDESR is awarded for being mobilized by the Governor of Maryland to support a declared state emergency, or mobilized under Title 32 USC to support a domestic emergency or crisis such as a natural disaster or civil unrest. Soldiers, Airmen, and MDDF members are only required to serve one day to qualify.
The MDRR will be awarded to those MMD Service Members directly responsible for influencing two enlistments or appointments into the Maryland National Guard. The two enlistments or appointments must be a gain to the state.
The MDJSR is awarded to recognize members of the Maryland Military Department who successfully served, or is currently serving on a joint entity of the MDNG. As of the date of this publication, these entities consist of the following:
Maryland National Guard Joint Staff
Maryland National Guard Honor Guard Team
Maryland National Guard Counter Drug Program
The MDOSR is awarded to MMD members who performed overseas service outside the continental United States on foreign soil on or after 2 August 1990. Hawaii, Alaska, Guam, Puerto Rico, and the Virgin Islands are not considered foreign soil. It is awarded for those “grey area” overseas missions in which an Army or Air overseas service or training ribbon would not be awarded.
The MDSVCR is awarded to MMD Service Members who have completed five good continuous years of faithful, honorable, and efficient service to the State of Maryland as a member of the Maryland Army or Air National Guard, or Maryland Defense Force.
The MDDFMSR is the highest MDDF award and is presented to any active member of the MDDF who distinguished him/herself:
By extraordinary distinguished service, but not to the degree justifying award of the Maryland Distinguished Service Cross for Service (MDDSC-S) or the Maryland Meritorious Service Medal (MDMSM).
Through sustained and extraordinary service or achievement beyond the normal call of duty to the Maryland Defense Force, Maryland Military Department or State of Maryland in a duty of great responsibility.
The MDDFCR may be awarded for:
Recognition of outstanding acts of achievement or service that has clearly placed the individual far above their peers, but not to the degree justifying award of the Maryland Commendation Medal (MDCM).
Superior service which results in achievement of a specific project, complex tasks, or period of sustained service which clearly warrants recognition of the individual's achievement.
The MDDFAR is a mission-oriented award intended to recognize the achievement of an active-duty member of the Maryland Defense Force. This award recognizes the individual’s superior mission accomplishment and achievement that, in the opinion of the recommender or mission commander, went above the call of duty.
The MDDFHSR is presented to any active member of the MDDF who, while under orders and in the opinion of the MDDF Commanding General, greatly distinguishes themselves by meritorious service in direct participation in any significant military act or operation of a humanitarian nature as approved by the Maryland Military Department.
The MDDFACAR is awarded to MDDF members for being mobilized by the Commanding General, MDDF to support a domestic emergency, crisis or other missions as deemed appropriate. The awarding of the MDDFACAR will be for a particular mission. Not all missions will qualify for this award.
The MDDFCSR is awarded to recognize participation in five approved community service activities such as the Freestate ChalleNGe, support of a federally recognized youth organizations, etc.).
The MDDFCERTR will be awarded upon a MDDF member's successful completion of an accredited local, state, or federal government sponsored CERT training program. The CERT course or program must also be certified by the MDDF-D5/7.
The MDDFPDR is awarded to encourage professional growth within the Maryland Defense Force. Awarding of this ribbon will be based on five completed courses within a member’s MDDF specialty and / or the core mission of the Maryland Defense Force.
The MDDFIETR is awarded to recognize the successful completion of the approved MDDF basic training curriculum as set forth by the MDDF-5/7.
The MDDFRR will be awarded in recognition of those individuals who are directly responsible for the enlistment or appointment of two individuals into the Maryland Defense Force.
The MDDFPFR will be awarded to encourage physical bearing or conditioning and to recognize those individuals who have successfully completed a fitness regimen as approved by the MDDF-D/5/7.
